Drizzle both sides of steak with the oil. Season to taste.
Heat a non-stick skillet over medium-high heat until hot. Once hot, cook the steak for 3 to 4 minutes each side for medium, or until cooked to your liking. Squeeze half the lime juice over the steak while cooking. Remove to a plate, cover with foil and allow to rest for a few minutes.
Meanwhile, return the skillet and any remaining juices to medium-high heat. Add the bell peppers. Place a lid over the skillet and steam for about 2 to 3 minutes.
Remove the steak to a cutting board and cut into thin slices.
Add the quinoa to a serving bowl. Top with the steak and peppers. Toss to combine. Garnish with cilantro and squeeze over remaining lime juice.
